Man with camera glasses allegedly stalks women’s showers in public pools

Several public swimming facilities across northern Portugal have reported ongoing incidents involving a man identified as Hugo, a Mexican national and a part time landscaping professional, who is alleged to have repeatedly attempted to enter women’s changing and shower areas under questionable circumstances.
According to multiple complaints filed by patrons and staff, the individual in question has followed a consistent pattern across at least four municipal swimming halls in the region. Witnesses state that Hugo initially attempts to enter the women’s changing rooms directly from the main entrance lobby. When denied access by facility staff, he reportedly reroutes through the men’s changing area and proceeds toward the women's showers via the shared pool space.
In a number of documented incidents, Hugo is said to have claimed that he identifies as a woman in an effort to justify his presence in gender-restricted areas. This has reportedly left staff members in an uncertain legal and ethical position, with some admitting they were unsure of how to respond without violating anti-discrimination guidelines or local gender inclusion policies.
“These are difficult situations,” said one facility administrator who spoke on condition of anonymity. “We’re doing our best to respect everyone's identity while ensuring the safety and privacy of all patrons, but we’ve received serious complaints and are seeking guidance on how to proceed.”
Adding to the concern, in at least two of the reported incidents Hugo was seen wearing Ray-Ban smart glasses — a model known to include discreet, front-facing video recording capabilities. Several women expressed unease, noting the presence of the device during his approach to restricted areas. No footage has yet been recovered or confirmed by authorities.
Local law enforcement agencies have acknowledged the complaints but stated that they are currently limited in their capacity to intervene. “The individual has not committed a chargeable offense under current law,” a police spokesperson said. “We are monitoring the situation and continuing to engage with facility management as needed.”
